The Government of Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the Caribbean Regional Communications Infrastructure Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Service”) will task the Consultant with producing a revised draft national broadband plan via review of existing plans and policies and identifying gaps, inter alia; conducting stakeholder consultations and workshops; producing the final broadband and action plan. The service is expected to have duration of four months.

The Ministry of Economic Planning, Sustainable Development, Industry, Labour and Information now invite eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must submit their expressions of interest, CV and provide information indicating that they are qualified to perform the services (eg. Descriptions of similar assignments, experiences in similar conditions, references, etc.). The consultant should have a post-graduate degree in Management/ Business Administration, or equivalent; at least ten years experience in the field of ICTs or telecommunications and specifically in the field of regulatory, strategy drafting and ICT policies; at least five years experience with a private sector business; experiences in projects and services of same nature in the Caribbean region.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the Consultant Guidelines.
